Thank you for your letter No. 53548/36

of the 14th March, about falsely described consignments

of arms consigned via Hong Kong to China.

I notice that whereas you say in your

letter that you have adopted the suggestions which we made

in our official letter No. F 7941/60/10 of the 30th January

last, the draft despatch is perhaps rather imprecise in its

terms in that the Governor is only to be told "that all

"possible measures should be taken to prevent the passage of

"such falsely described consignments in the future." It

may, of course, be your intention to go rather beyond our

suggestion and to have all mis-described consignments

confiscated. If that is so, we should not wish to object,

although your despatch might perhaps give more explicit

instructions to this effect.

If, on the other hand, you wish the Governor

to give effect to our suggestions, we think that it might
